The bill was defeated last Wed. under special rules that required a 2/3 majority to pass.  When it failed (I think it was something like 6 votes short), the Democratic leadership scheduled another vote on Thursday which simply needed a simple majority.  That time it passed.  Next step is the Senate following the August recess...
